Every property owner must report every year.
Government overreach dictating the length of time you are required to spend in your home (183 days minimum) or get taxed $3,000.00 year one and $6,000.00 year two and beyond.
Intrusive reporting requirements that may include providing bank statements, medical records, credit card statements, receipts, etc. to prove you are present in your home the dictated number of days (183+).

No exclusion for extended employment away from home – Military only. NOT Maritime, Medical, Airline, Building Trades
Family members staying in your home do not meet the 183-day minimum requirement if they are not principal residents of your property.
Rental tenants must occupy the property for the 183-day minimum or get taxed $3,000.00 year one and $6,000.00 year two and beyond.
City must bear initial program costs & City services will have to be cut to fund it. City must continue to fund this even if no revenue raised.
Creates division in the community.
Can be expected to be tied up in expensive and lengthy litigation; Astoria cannot afford.
Initiative will not increase housing stock.
