Andy Kipp, recently moved to Astoria from Boston, MA, is running for Astoria City Council. This is the same man who wants to tax you extra for owning a residential property in Astoria and not using it as he sees fit. He just laid out his top priorities if he’s elected to City Council.
His top priority is to reign in the actions of the Federal Government!
His second priority is to spend your tax dollars, staff time, and city resources changing the development code to prevent something that has zero chance of ever occurring. If the Federal Government wanted to build a new facility on the North Coast specifically, Astoria would never be considered for one simple reason: there are nine thousand cheaper and better locations within ten miles of Astoria.
This man preys on your empathy in his quest for power. He’s going to tell you how awful things are so he can sell you something, and then he’ll pay for his own weird agenda with your money.

Yes, the 15 page document he crafted that would become law if the Vacancy Tax were to somehow pass is full of double standards, for Astoria property owners. A couple of examples as follows:
Making False Statements:
For Astoria property owners: If you falsify your annual statement regarding how many nights you stay in your own home you will be fined $6,000 just for the false reporting! That is in addition to the $6,000 you owe for not being in your own home for 183 nights for a total of $12,000 for one year
For Andy Kipp: He uses obvious false statements regarding the “significant harm” to the community caused by property owners who may be in their homes less than 183 days per year (pages 1 & 2) , but for Andy’s purposes, false statements are perfectly acceptable.
Who Would Have To Follow The New Laws Created by Vacancy Tax 4-427:
Astoria Property Owners would be subject to his new laws, regulations, reports, enforcement personnel, hearings, excessive taxes, fines, late fees, penalties and neighbors spying on each other.
Andy Kipp would be subject to none of the above because he wrote the rules and exempted his Housing Alliance (non profit) and the City of Astoria from having to follow his rules.
